"How much does WhatsApp cost?" is the first question every D2C founder asks and the last one that gets a straight answer, because two different meters are running: Meta charges you for the messaging, and the tool you use charges you for the software. Add an unclear markup and the number gets murky fast. Meta's exact rates change and are set by category and country, so this isn't a price list — it's the model, so you can read any quote and estimate your own bill.

Meta charges for conversations, by category

The core idea: Meta bills for business-initiated messaging, priced by what the message is for. The categories are roughly:

  • Marketing — promotions, launches, offers, win-backs. The most expensive category, because it's outbound selling.
  • Utility — order and account updates tied to a transaction: placed, shipped, delivered, payment. Cheaper than marketing.
  • Authentication — one-time passwords and login codes.
  • Service — your replies to a customer-initiated conversation, inside the service window (below).

Meta has been moving from per-24-hour-conversation pricing toward per-message pricing for template categories, and periodically revises the rates and the free allowances. The category of the template you send is what drives the cost — so an order-update (utility) message is materially cheaper than a promotional (marketing) blast.

The 24-hour service window is your friend

When a customer messages you first, you get a 24-hour window to reply with free-form messages — the service conversation. Replies inside that window are the cheapest (often free within allowances) part of WhatsApp. This is why a shared inbox that keeps conversations moving inside the window, and automation that gets customers to message first, quietly lower your bill. Outside the window you must use a paid, pre-approved template to re-open contact.

What the software tool adds on top

On top of Meta's per-conversation charge, a WhatsApp marketing tool charges a software fee — usually a monthly (or yearly) subscription, sometimes with per-seat or per-contact tiers. Here's the line to watch: some tools also add their own per-message markup on top of Meta's charge. That markup is invisible on the pricing page and only shows up on your usage bill. Always ask, in writing: "Do I pay Meta's conversation rate directly, or is there a markup?" IndiSell Reach passes Meta's charges through at cost — zero markup — so the only thing you pay us is the flat plan.

How to estimate your monthly bill

You don't need Meta's exact paise to budget. Estimate it in three lines:

  • Software fee — the tool's monthly (or yearly) plan. Yearly usually saves two-plus months.
  • Marketing conversations — how many promotional broadcasts × recipients per month × the marketing rate. This is your biggest variable; it scales with how often you blast.
  • Utility conversations — order updates: roughly one to a few per order × your orders. Cheaper, and they pay for themselves in fewer 'where's my order' tickets.

Then add any per-seat or per-contact fees, and any markup. The trap is comparing tools on the subscription alone — at volume, the Meta charge (and any markup on it) dwarfs it. Model it at your real numbers.

Cheaper WhatsApp, without cutting reach

  • Send utility, not marketing, where you can — order updates are cheaper and more welcome than promos.
  • Get customers to message first — a click-to-WhatsApp entry point opens the cheap service window.
  • Segment your broadcasts — sending a marketing template to your whole list every week is how bills balloon and quality ratings drop.
  • Pick a tool with no markup on Meta's charge — it's the one line you can zero out.

Frequently asked questions

Is WhatsApp free for business?

No. WhatsApp Business App (the free phone app) is free but doesn't scale. The WhatsApp Business API — what marketing tools use — has Meta's per-conversation charges plus the tool's software fee. Service replies inside the 24-hour window are the cheapest part.

Why is one message more expensive than another?

Meta prices by category. A marketing/promotional template costs more than a utility (order-update) template, which costs more than a service reply inside the window. The template's category is set when you submit it for approval.

What's a fair software fee?

Look at total cost at your volume, not the sticker price: subscription + Meta's charge (at cost, ideally) + any seats/contacts. A low subscription with a per-message markup can cost more than a flat plan. See our plans and the Wati/Interakt/AiSensy comparison.
